This paper proposes a method to generate Data Distribution Service (DDS) topic like real tactical moving object. Due to some military standards and policies it is not possible to collect tactical moving objects. Considering this problem, a framework should be built that can provide more useful information by the way of processing diversified data/event into analysis using complex event processing (CEP) and DDS. To achieve this, we need to generate DDS topics like real tactical moving objects. In the proposed approach, we first classify the DDS topic into three main categories according to the moving objects environment: Air, land and water. Once the organization is done, we perform the generation using an efficient function that considers the classification criteria.
